Your Water Utility Is Already Treating Your Water — So Why Filter Further?
Every public water utility in Florida is required to test and treat water to federal Safe Drinking Water Act standards and publish an annual Consumer Confidence Report (CCR) detailing what's in the water they deliver. If you're a municipal customer, your water meeting those standards is a baseline — not a reason to assume it arrives at your tap exactly the way you'd like it.
Two things commonly drive South Florida homeowners to add their own filtration even on compliant municipal water:
- Disinfectant taste and odor. Utilities disinfect with chlorine or chloramine to keep water safe as it travels through the distribution system. That's exactly what makes water safe to drink — and it's also what many people taste and smell at the tap.
- Hardness carried through from the source aquifer. Much of South Florida's municipal water is drawn from limestone-influenced aquifer sources, which naturally carry calcium and magnesium hardness through treatment. Softening isn't a safety requirement — it's about protecting plumbing, water heaters, and appliances from scale, and improving how soap and detergent perform.

Aging Home Plumbing Adds a Third Factor
Even where a utility's finished water leaves the treatment plant in good shape, the water that reaches your specific tap has also traveled through the utility's distribution mains and then through your own home's plumbing — and older galvanized piping in particular can contribute its own taste, discoloration, or reduced flow, independent of anything the utility did. This is one reason two houses on the same street, served by the same utility, can report noticeably different experiences with what should be identical water: one has newer copper or PEX plumbing, the other has original galvanized lines nearing the end of their service life. A whole-home filtration system won't repair aging pipes, but it does address what's added to the water between the meter and your fixtures going forward.
Reading Your Utility's Consumer Confidence Report
Every CCR reports the water source (surface water or which aquifer the utility draws from), the treatment process used, the disinfectant type, and results for regulated and several unregulated contaminants — though, notably, not always hardness, since hardness is classified as a secondary, aesthetic characteristic rather than an EPA-regulated health contaminant and many utilities omit it from the report entirely. These reports are public and published annually — we cite the exact figures for each city we serve on that city's page, with a link back to the source utility document.
Who Actually Regulates This
Public water systems in Florida operate under the federal Safe Drinking Water Act, with oversight and permitting handled by the Florida Department of Environmental Protection (FDEP). Utilities are required to sample regularly for a defined list of regulated contaminants, report results annually to customers via the CCR, and notify customers directly — not just via the annual report — if a result exceeds a legal Maximum Contaminant Level. Beyond the regulated list, EPA's periodic Unregulated Contaminant Monitoring Rule (UCMR) program requires utilities to test for and disclose emerging contaminants like PFAS even before a formal regulatory limit exists, which is where much of the PFAS data we cite on our city pages comes from.
Two Disinfectants, Two Different Filtration Answers
Utilities in this region disinfect with either free chlorine or chloramine (chlorine bound with ammonia), and the choice affects what filtration actually needs to do. Free chlorine is more reactive and easier for standard activated carbon to reduce with a relatively short contact time. Chloramine is more chemically stable — the same property that lets it maintain a disinfectant residual longer across a large distribution system also makes it harder for carbon to break down, typically requiring a longer contact time or a catalytic carbon media specifically suited to chloramine reduction.
Some utilities in our service area also run a scheduled temporary switch from chloramine back to free chlorine for a period each year — a standard, disclosed maintenance practice used to control biofilm buildup in the distribution system. If your water occasionally tastes different for a stretch and then returns to normal, this kind of scheduled switch (check your city's page and utility CCR) is a common, harmless explanation worth ruling out before assuming something changed with your home's plumbing.
Knowing which disinfectant your specific utility uses — and at what typical level — is part of why we cite each city's actual CCR data rather than a single generic "South Florida uses chlorine" statement that would gloss over a real, practical difference in how filtration gets sized.

Because PFAS ("forever chemicals") is a moving regulatory target — with EPA's original 2024 rule, a 2026 proposed partial rescission, and extended compliance timelines all part of the current picture — the most useful thing we can do on a city-by-city basis is report exactly what each utility's own UCMR5 (Fifth Unregulated Contaminant Monitoring Rule) testing found, in the utility's own words, rather than a blanket regional claim either way.
